Areas served: ZPCT II works in five of Zambia's nine provinces: Central, Copperbelt, Luapula, Northern, and North Western. Additional sites will be phased in over the project's life in consultation with provincial health offices (PHOs), district health management teams (DHMTs), and USAID/Zambia.

Main objectives:
1. Expand existing HIV/AIDS services, scale up new services, and increase partner and stakeholder participation as part of a comprehensive package that emphasizes prevention, strengthens the health system, and supports Ministry of Health (MoH) and National AIDS Council (NAC) priorities.
2. Increase participation of partners and stakeholders to provide a comprehensive HIV/AIDS service package that emphasizes prevention, strengthens the health system, and supports MoH and NAC priorities.
3. Increase the capacity of PHOs and DHMTs to perform technical and program management functions.
4. Build public-private partnerships to expand and strengthen HIV/AIDS service delivery, emphasizing prevention, in private sector health facilities.
5. Integrate service delivery and other activities at all levels of the health system through joint planning with the Zambian government and other US and non-US government partners.
FHI's role: FHI works with the Government of the Republic of Zambia to strengthen Zambia's national health system by maximizing access, equity, quality, and sustainability in the delivery of comprehensive HIV/AIDS services. As the lead organization, FHI is responsible for overall program implementation and management of ZPCT II's international and local partners and their technical areas.
FHI strategies: FHI will continue to build on ZPCT's work to improve access, equity, quality, and sustainability, while strengthening health systems. Zambia's National Health Strategic Plan 2006–2010 envisions "equity of access to assured-quality, cost-effective and affordable health services as close to the family as possible." FHI fully shares this vision, and ZPCT II will take an integrated health response approach that views effective delivery of HIV/AIDS services not as an end, but as an opportunity to forge a stronger overall healthcare system by integrating services, engaging communities, and strengthening major system components that affect delivery of all services.
